In the admin manual, the format listed under "UserBlock Editing" is:
<DIV editblock="one" user="joe">
I messed with this for a while trying to get only joe to be able to edit the block with no success.
Then I went to this forum and found the UserBlock post, which give the syntax:
<DIV editblock="one" userblock="joe">
After making the change from "user" to "userblock" on my page, the user based editing works fine.

Yup. That's a typo in the manual. A userblock attribute is userblock="joe"
It's fixed now.
